The Covid-19 pandemic highlighted many of the strengths of credible public health organizations, like the CDC.  It also exposed many inherent weaknesses.  For example, CDC recommendations are science-based, and science takes time.  The progression of Covid couldn’t wait, and recommendations frequently seemed to be a step behind.    Federal agencies provide support to all states, regions and occupations.  As such, recommendations are often too high-level or generic to provide practical value.   And, of course, federal agencies are influenced by political and other extraneous forces.
